Is there any information relating to scope and scale? I've heard a lot about the ACOE releasing gazillions of gallons downstream - but does Atlanta consume 10x gazillions every day? Or does Atlanta only consume .05 gazillions so reducing the volume the ACOE releases has a major impact?
